ABSTRACT: Carlos Tunnermann observes the peace process in Central America, pointing out that the agreements signed by the five presidents demand reforms in each country. Observing the reforms realized in each country, it can be said, that only Nicaragua has been taken serious steps towards a real democracy. In Nicaragua two important legislative changes have been accomplished: the reform of the electoral legislation, and the establishment of a general law for the media and communication systems. Guatemala is very close to a military coup, and US has been put more pressure on Panama. In El Salvador the repression increases with the right wing ARENA in power.

ABSTRACT: Jose Guillermo Ungo is known as an important figure of the traditional political life in El Salvador. In 1972 he candidated as the vice-president of Jose Napoleon Duarte, they won, but the Party of National Conciliation, PCN, which was in the power of the militaries, anulated the votes. In 1979 Ungo was a member of the Junta formed by civilian and military members, but this only lasted three months. Since then he is one of the founders and the actual president of the FDR, Democratic Revolutionary Front, and is working in the political diplomatic commission of the FMLN-FDR. In this interview Ungo views the possibilities to continue the dialogue process, which for the moment has been stopped, after the meeting in La Palma and Ayagulo. Ungo thinks that the actitud of the Latin American countries shall be important, as well as the role of the Socialist International and other international friends of the Salvadoran opposition.

ABSTRACT: After being retarded for over eight months, nobody really believed that the promised national dialogue would still take place. The process started when the archbishop Rodolfo Quesada Toruno announced to the Commission of National Conciliation the necessity to call a national dialogue, where the government, the armed forces, the political parties, the private enterprises, the trade unions, the popular organizations, the universities and other representative organisms of the society would participate. The goal would be: to reach a broad compromise which guarantee the continuity of the process of democratic transition.

ABSTRACT: An interview with the director of the Guatemalan Center for investigation and promotion of the Human Rights - CIEPRODH. He estiomates the role of the Guatemalan military forces, claiming that they form the major obstacle for the advance of the national dialogue and the respect of the human rights in Guatemala. He gives some concrete cases of human rights violations committed by the governmental armed forces and security troups, demanding the investigation of the unresolved cases. Speaking about the possibilities of the national dialogue, he points out that the main opposition is to be found inside the Guatemalan army. He also thinks that the national conciliation is the only way to resolve the deepgoing crisis, that no political party alone can resolve it through separate programs.

ABSTRACT: Central America has been in turmoil for the past decade, mainly due to the succesful Sandinista revolution in Nicaragua and the high priority given by the Reagan Administration to reverse the revolutionary process. Even after the US Congress has provided the contra-revolutionaries with USD 273 million as well as unknown sum for covert action since 1981, the Sandinistas are still in power in Nicaragua. And in El Salvador the gerrilla is still on the offensive, despite heavy US military assistance. Honduras has been converted into a virtual US military base; while Costa Rica, long famous as the country with no military forces, has been drastically militarized during this perios. On the northern end of the subcontinent, Guatemala, with probably the best anti-guerrilla army in Latin America, manages with minor involvement from the United States.

The Sanford Commission, formed by centralamerican, european, northamerican and japanese cientists, aimes to find degociated ways from the multilateral point of view.Its 47 members represent wide social, economic and academic sectors, and the presence of the centralamerican guarantees, that the work of the commission does not have the character of extraregional imposement, but works within and for the region.

ABSTRACT: In May 1990 the dialogue between the Salvadoran government and the FMLN gerrilla movement produced an important advance: the parts agreed on a working agenda to achieve the peace in shortest time possible.The Salvadoran government agreed to discuss themes like the depuration of the armed forces, the reduction and redefining of the armed forces, significant reforms on the constitution, etc.During the eleven years of armed conflict this is the first time when the Salvadoran government accepts to negociate these themes.It is certain that the negociation process shall be a prolonged one and including political and military conflict in this small centralamerican country, both parts aiming to reach the best possible positions at the negotiation table. But it is sure that winds of peace at last are to be heard in the patria of Monsenor Oscar Arnulfo Romero.

ABSTRACT: In January a civilian president, the Cristian Democrat Vinicio Cerezo Arevalo, took the president's office after relatively free elections.This ended the open military dominance in Guatemala, which had been the form of governemant after the overthrow of the liberal president Arbenz in 1954.The main concern of the military forces has been the agrarian reform, which since Arbenz's time has made little progress.The counterinsurgency program has replaced the local governments in the highland by almost complete military control.The Cerezo's civil government has limited possibilities to respond on the demands of the rural poor, again rising the cuestions of the land ownership.A real land reform would mean that real power would be shifted to the rural poor population.This, again, would lead to a quick end to Guatemala's democracy.
